D not get cAught without a plug on any migratory game hunt, turns into federal issue with hefty fines. I've been checked and always legal but have bEen questioned about the Binelli and opportunity bY design to include a fourth shell, I know how to do it but always replied I do not know how. Always I have no more than 3 shells in my gun for the record as its not worth losing my gun, decoys, boat, license and potential career.

a regular #2 pencil will work in a pinch, cut if needed new ones are cheap. the best ones imo are a bright colored plastic (easily seen when in place) and have a head on them so it sits on top of the spring with the shaft inside the spring, and the head just under the barrel end cap, so it's easy to put in see and remove. and yes 3 SHOULD ONLY be required for federal migratory birds, ducks/geese/dove/pheasant. BUT each wma has it's diff rules. as to what COULD they do if caught varies on the fwa officer, his mood and how much lip you give him. I wouldn't advise trying to find out.
