Whoops I screwed up

I knew the shell limit in WMAs was three shells per shotgun (one in the pipe and two in the tube), what I didn't know was the plug was a requirement.
I pulled the plug when I got the gun thinking when hunting I could just load three. I no longer have the plug to put back in. So I have a few questions.

1. If a Ranger took a look at my shotgun and realized it was missing, realistically what am I looking at as far as fine etc?

2. Realistically what are the odds of it happening anyway?

3. If it's a must that I replace the plug, can I just buy a wooden dowel and rubber o-rings and fashion one myself?

4. If I can fashion one myself, what would be the diameter and length for a mossberg 500?

Don't know about fines, and I imagine it's not worth risking.
Yes you can fashion one yourself, but can't tell you off the top of my head how long.

the three shell rule only applies if you are hunting migratory birds, and the dowel info should be easy to find on internet. i am thinking 1/4".

Like said, only needed for migratory birds (ducks,doves etc). Yes you can use a dowel. Just measure the length of 2 shotgun shells and cut it. However the plugs are not that expensive. I would just order one

I have use a pen a pencil a stick. as far as i know 3 is for water foul. Not sure about migratory bird. For small game i usually have 5 slugs in it for the hogs. The rule is not for WMA it for every place.
