I think they should go to a limited # of tags annually and you must affix to to the rack or the rear leg immediately after the kill. Phone it in within 7 days or something. I know too many guys who go wayyyy deep and don't have cell service for a week or longer....it takes over an hour to get to cell service.

Why?
Why not? I'm not talking about a strict or low limit by any means. If they feel the need to have a reporting system, they might as well have one that has potential to be effective. If you make it a pain in the azz no one is going to follow it. You get "X" number of tags for the season, and once you affix that tag to your deer, you're legal cause it's got your name and license # on it. Report it when you get out of camp in a reasonable time, and at the end of the season, you must return your remaining tags with the preaddressed, stamped envelope that the FWC sends you.
In Indiana you have to drive every deer to a check-station within 24 hours and before any processing aside from gutting. It's a huge pain in the azz so most of the people out in the sticks ignore it.
The whole point of the system is to get a good, accurate number of how many deer are killed annually....the best way to do that is make it as painless as possible. A reporting system like that one is going to yield inaccurate results and then they are going to use those numbers to make further decisions regarding managing the deer herd and who knows what that'll result in.
I'm not saying my idea is the best idea, just that the call-in system isn't going to yield anything useful.
CAll ins are great and easy. That's what I did in Mo last fall. I don't think we need any limits though.
I don't think the call-in is horrible....I just don't think it's going to be effective at all. They're going to get unreliable numbers and base future decisions on it....most likely screwing us in the long run.
There are a lot of guys who hunt no where near cell phone service and don't get anywhere near it for days at a time. I highly doubt many of them will hop in the truck to make a long, frustrating drive to make a cell phone call within a short time period like was proposed first.
If they made the call-in period longer, it would be better and might work out decent.
