it sounds like what your doing is working pretty well , you are getting their attention and they are coming in, just can't close that final distance for bow range is that right? do you hunt solo, or with a partner, if with a partner try having the partner app 40 yds downwind of you and do the calling, and hopefully the deer will come between the 2 of you. also I'm not big on using calls from a tree if the deer are that close. maybe have the second hunter using grunts/bleats rattles/scents from a ground blind. let us know how it goes.
If that happens very often I would look at my placement and set up!With a decoy I agree with other posts would help but safety first on public lands.
Deer coming into a call are usually more aware and if something seems awry they do that very same thing,slow up or not come in.You can do this solo with soften grunts as deer near you and very the tone with your hand or adjusting your body so the sound gets directed differently.Also the use of as others said a visual agent may be needed or handy!I like to use a calming scent when calling like a good doe pee with a attractant like grape,acorn,vanilla and so on enticement lure.
