No. You can hunt deer with a .222 Win. Who told you you couldn't hunt deer with a .223? You do have limitations on the magazine capacity when hunting deer.

Prohibited methods and equipment for taking game
* Centerfire semi-automatic rifles having magazine capacities of more than five rounds
* Nonexpanding full metal case (military ball) ammunition for taking deer
* Fully automatic or silencer-equipped firearms
* Taking game with modern firearms while hunting during the archery, crossbow and muzzleloading gun seasons
Papa J is right,you can use a 22 hornet if you want to,just make a dang good shot,only deer i ever lost I shot with a hornet,he was 175yds,had no rest,had to shoot freehand so i chose a behind shoulder,hit him good,he turned around walked off and laid up in a pine top,with me watching,gave him one hour,got down eased over there,could not see him in pine top,he jumped up as I approached at 30 yds+/-,and lef tout of there like he was never hit,when he ran off,no blood trail,I looked for that deer the rest of that morning and afternoon,never found him,gave up using the 22 hornet,have taken 54 with the 308,never once had to trail one,always drop where I shoot them.
