They give out 20 permits for that hunt. If one of the 20 doesn't pay, it goes to the first person in line waiting, and so on down the line. If you are #70 in line waiting....., you can basically forget it for this year

Yea man.....I was 4 or 5 outside the top 20 last year and no dice! Typically, you're lucky if one person defects.....
