Yes the hood latches are garbage. For folding flat i use a diferent ype of pin with a spring latch. but my wheels do not come off there bolted to the axil. I change the wheeld to wheel barrel airless tires. Way better see picture
about the cart. those removeable pins with the wire loops that would snag on underbrush and pull out I replaced with galv bolts. no it won't fold flat without tools but thats not realy an issue for me.
I'd think some quick-release pins would work well, like these:

However, after seeing the price of just one, I'd probably go with bolt/nut/adjustable wrench! We used those QR-pins a lot on the fighter jets, never realized they cost so much.
Cotter pin or nail. Wheels falling of suc^s been there. Glad i had bungee cords cut the end of and crammed it thru the hole and bent it over.
