Get the ppl there together with food and drinks have the bit and pipe make the A frame put all together and hammer drill well in a weekend.This way no water toting is needed and anyone with a genny can pump water using a cheap 12v pump or get a used well pump and rig it to fill tanks.

you should be able to jet a shallow well with a hose and a piece of pipe, maybe you will get lucky and get a flowing well. people do it all the time to run irrigation, run a 2" pipe with jagged edges, then once you get it down to where you hit water, drop a sand point on a piece of 1 1/2 pipe. hook up a pump and yer done.
