They were way better when transferable. Truly don't like the Buddie system

I see pros and cons to both.
With them being transferable I usually saw (or heard of) the same guy(s) every year with 2 or more permits in hand. And no, they didn't share with the hopeless souls at the check station. But hey, that was their perogative.
With the buddy system I've recently seen them cut the number of hunters allowed down on a WMA due to the success of the buddy system.

At least with the buddy system, if you= get your great grandma, step-aunt, or ex-spouse to apply for the hunt, they have to show up in order for the buddy to hunt. But I"m sure there are holes in every net......
