Fundamental problem with phase 3.
I only want one permit (can pay for one permit) so i will apply once because i cant afford 2. Cant take the chance.
Now if you did this or something similar on phase one and phase two you get only those who wish to buy a permit. Yes i applied for the same permit in phase 3 as in 1 & 2

Application Period: June 15, 2015 – June 25, 2015

• Any customers can apply
• Up to five applications per person can be submitted
• Only one hunt choice will be allowed per application
• A valid credit card number must be inputted in the system with each application (availability of funds will be checked, but no hold will be placed on the credit card balance)
• Customers will be able to cancel and resubmit an application between the time of original submission and the end of the application period – so if mistakes have been made or last minute changes are needed, this will provide for that flexibility
• If an application is successful, the credit card number submitted with each given application will be charged and the permit awarded
• A person can be awarded up to five permits, cumulatively, across all phases
