i would start off with the easy stuff like scott said, check the aerator and the valves under the sink if there are any. disconnect the supply lines from the valve or faucet and turn the valves on to see if you are even getting water to them. depending on what he changed out and how, it could just be something as simple as clogged supply lines, or the cartridge in the faucet being plugged up.

He got it figured out, never asked what the problem was. I'll ask next time I see him. As long as I have water, I'm good.
