Actually thats not completely true. The open carry bill from last year that failed passing, did pass the portion of unintentional brandishing. So if the wind blows your shirt open you won't be in any violation

Got mine in Jan after making an appointment at ATF building in Tmpa. DD form 214 fill out form on computer pix, finger print and $117. Eight days later recieved CCW in mail good to go.
It can print in a shirt as long as it isn't obvious.
Concealed simply means removed from ordinary sight.
As a matter of fact, I just did the process today at the Tampa office. Took less than half an hour from the minute I got there, filled the online application, fingerprints and photo. The total fee is $117 and covers License and fingerprint process. I used my hunters education certificate as training requirement.
If you have an office close to where you live, it is your best option as they'll make sure there are no errors. They said it will take 4 weeks to get my CWP by mail.

I got mine last year. It only took 2 weeks and I thought that was good. 9 days! Wow!
