I might need a shock collar. Scared to leave her home alone.

Be careful. Shock collars on a young pup can do more harm than good. Not all of them figure out that when they bark is when it goes off. SO they bark, it hits them, they howl, it hits them, they howl and scream and it keeps hitting 'em. LOL
I had a little Catahoula pup that happened to. It was the litter mate to my Biscuit. I couldn't figure out what I was hearing till I went out side and that idiot was up underneath the shed shaking, frothing, and howling and getting zapped everytime. He shut up for the rest of the night (I think his throat was sore) but started right back up the next day. Collar or no collar.
He was scared to death of new collars after that though.

God man trying to teach a puppy to walk on a leash is a big deal. Seriously its like trying to walk that dog cinnamon from the movie "step brothers".
Also even better, teaching them to walk up a flite of steps!!! W.T.H.
Feel like im pulling a drag line behind me. Lol

Young beagles are a handful! Stick with it and be patient. She'll mellow out eventually. Trust is the key.
There's a reason why they are so popular, but also why so many young ones show up for adoption.
