It passed.
However there is some funky "retail establishment" amendment they added. Stores can post signs not allowing firearms. So if you are open carrying, they will tell you to leave, and you will have to or be charged with tresspassing.
Ive spent an hour reading all this and am not sure of all the details. I am confused moreso now

This is a good thing. At least we have some coverage now for a loop hole in the law.

just want to make sure I'm getting this correct. Fl open carry IS NOT O.K., it's just O.K. if the wind or something exposes your concealed weapon, when you already have a ccw permit? is that right? a step in the right direction I suppose but no major big whoop.

You are correct.
Open carry is not authorized but if you are legally carrying your concealed weapon and it is inadvertently exposed, you "should" be okay.
