I have a similar problem here. the DITM across the street calls the police on anyone that leaves their sprinklers on too long or leaves a commercial vehicle in their driveway, yet his cats roam all over. I'd hate to punish the cats for doing what is in their nature to do, when it's the neighbor that needs to be straightened out. Do what you have to then SSS. I wouldn't lose sleep over a few less cats, but wouldn't want to risk retaliation towards my dogs. THAT I would be willing to go to jail for, but not for a cat.
