I bet I can shoot some of my semi-auto guns as fast as some autos. Buy a fast cycling semi-auto and save the trouble of paperwork...
There is a shop in Pensacola that sells Class III weapons. But like others have already said, you will pay pretty big money for them. I was in there once and didn't see anything under $3800. Too rich for my blood!
I'm curious why you want one in the first place? I've got a fair amount of experience with them since I've spent over 22 years on active duty. It is nearly impossible to shoot one accurately from the shoulder, no matter what Hollywood shows. The muzzle walks up and to the left even on a small caliber like 5.56mm in either the M-16 or the newer M-4 carbine not to mention the bigger 30 caliber jobs like the M-60 and the M-24.
I did a full auto re-qualification course last year for the Navy's Riverine. This qualification required a full mag of 30 rounds from the M-4 carbine be dumped at full auto at 75 meters. Qualifying score was 10 hits on a standard silouette target. I got 11hits so I qual'd. Mind you, I am a qualified expert on the M-4 and I still missed with 19 rounds. We had a lot of guys fail to qualify on the first round of shooting because of muzzle rise. Thats why the M-4 has the burst option for 3-5 rounds per trigger squeeze. It eliminates the drastic muzzle rise that extended full auto operations casuses and allows more accurate fire to be placed on target. And, only rounds that hit the target are important when it is bad guys you're shooting at! You can only keep their heads down so long with inaccurate fire. Eventually, you need to make the other guy bleed or he is going to make you bleed. It's that simple.
Full autos are a blast to play with, but I wouldn't want to own one myself. Give me a good semi auto that I can control and shoot well such as the AR platform or even the old M1A in 30 carbine. I assure you the bad guys don't want to be on the receiving end of either. And as others have noted, if you want to play with full autos, join the military. that way you don't have to buy either the gun or the ammo and you get paid to shoot them. Good times can be had by all.
