According to Bass Pro...H.ome O.f W.eatherby A.rms. Looked at one there. The guy said they took over weatherbys production.

Ummm yeah, no...
Howa is Japanese and founded in 1907.
Weatherby is American and founded in the 40's.
I doubt very much that the Japanese guy who created Howa was planning an English acronym for a rifle 40 years down the road.
That said... Howa used to make some Armalite products, and Weatherby, Smith & Wesson and Mossberg all import Howa components for use in their rifles.
