I think you run into permitting if you make it a "permanent" part of the land - foundation, electric, water, etc. If it has axles and can be moved and can be registered with a tag/license plate, I think you can usually avoid needing building permits and inspections. Of course, it can vary from county to county, so you'd need to contact the Suwannee County offices to make sure.

You're thinking along the same lines as I am, with using the RV stuff. I'd build mine with a way to make the back wall fold down or open like barn doors, then be able to open it up, roll my four-wheeler or whatever inside, and lock it up tight when I wasn't there. Probably hook up some solar panels, too.
