I think it varies by WMA. Some of them state no weapons period, unless you are inside a specific hunt season. You can carry a concealed weapon year round.

1. All firearms shall be securely encased and in a vehicle, vessel, camper or
tent, during periods when they are not a legal method of take. Persons in
possession of a valid concealed Weapon or Firearm License may carry
concealed handguns.
Sounds like unless you have a CWP he could have cited you.
