Selling the permits was always illegal. You could not sell a permit to anyone ever, not even as a guide. But that was part of the problem. The way to correct that issue was to man the check stations at all WMA quota hunts and allow for walk ons for the permits that go unused. But that costs money and man power, two things FWC is short on right now.
the homosassa check in was manned all day each day and all he did was sit and read a book, never checked in a single hunter, he was sympathetic but his hands were tied. what a waste.
a few of the WMAs i hunt will have a "manned check station" for quota hunts. But some places that would be way to hard to control whos going in and outta the place, i.e. citrus wma
They should go back and find out how many over the years and total up then fine him or take his home his boats guns cars and all.I understand a mistake but blatant theft from a drugy to boot :death :hang the :sheet and still take all!
