As far as federal law is concerned, you can ship any legal firearm to another resident of the same state, but you can't use the USPS if it's a handgun you're shipping, you have to use a common carrier (UPS, FedEx). Some state laws may vary, but in Florida there's no restrictions beyond the federal standard.

Q: May a nonlicensee ship a firearm by common or contract carrier?
A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.[18 U.S.C. 922(a)(2)(A), 922(a) (3), 922(a)(5) and 922(e), 27 CFR 478.31 and 478.30]
well that's as clear as mud, as in fla we don't have licenses, only cc permits and I don't believe that's what they are talking about. G.O. is that FL law or federal, (ATF being feds I imagine) your quoting? for the original question, some info please: are you talking of sending or receiving the muzzy?, shipping out of state? to/from a ffl or person to person? my exp's are mostly shipping and receiving FROM ME personally (without an ffl) both rifles and pistols either to mfgr's or smiths and always out of state, then returned directly to ME at my home (an adult will have to sign for delivery). ups will ship handguns/rifles, (never tried a muzzy) but don't seal the box up cuz they will want to see it, and you MUST tell them it's a gun. it's not cheap. fed-ex I've found easier. and won't even try usps. things may differ with muzzy's, but NEVER try to ship powder or primers as they are hazmat with any carrier and a whole other can of worms.never tried within FL, let us know. oh and it's better and you may have to ship FROM a carriers distribution center. G.B. has shipped/rec'd, PRIVATELY a lot more guns than anyone I can think of. I would call the carriers themselves and not be surprised to get diff answers from diff people.
So an in state transfer in any state does not require an FFL to ship private to private individual even for handguns, did not know that about handguns. I think each state has more specifics about handgun transfers and shipping especially those states which require a "pistol permit" AKA "Possession Permit" like CA, NJ, NY, OH, and IL to possess a handgun.
I'd be shipping in state. I wouldn't even think about shipping powder or bullets. Thanks for all the info, it has helped out a ton. I have researched on my own and like someone else said, it was "clear as mud"!

"Licensee" refers to FFL license holders. Since it is the ATF, a federal agency, it is federal law. You can't ship handguns via the USPS, another federal agency. The ATF has jurisdiction over how federal agencies deal with firearms, and over interstate transport. Also, if they can find a federal tie in, they claim some kind of jurisdiction, like over banks, since they participate in the federal FDIC program.
I can find no Florida law that limits the intrastate shipment of firearms.
