16' pole wrapped in tin, bottom of feeder 9-10' high, extended out 3' from pole..

Won't help. He/she will just rip it down. The best thing is to cut 4" pvc into 6 inch sections and slide it over the pole. Bears can't get a grip on the pole with the pvc rings turning all the time. Barbed wire just gives em something to grip. We tried nails from a nail gun on boards wrapped around the pole, and they just used it to get more leverage. Them things are persistent SOBs.
