I would go to FWC site where it says ask them a question. I don't think it will fly with the motor on it. If they let that in then they would have to let all the rest.
Having dealth with government employees for many years, one thing I learned is never ask for permission.
If you ask the answer is always "no" because it is easier to to deal with "no" than "yes". "Yes" will mean having to think and then thinking through the consequences of the answer so "no" is always easier.
Just do it and them let them come back and tell you "no" or maybe they'll just turn the other way which is easier than trying to think about the item and form a logical decision. Of course you may run into a wildlife officer who woke up on the wrong side of the bed and the wife didn't want to.....

Some WMA's have a rule that says "No motor vehicle shall be operated on any part of any wildlife management area that has been designated as closed to vehicular traffic."
Is an electric bike a violation of this rule?

The electric bike in question does not fit the definition of a motor vehicle so it would be allowed. However, it cannot exceed more than 20 mph and no person under the age of 16 may operate or ride on it.
