Tell me about it, I have had to put more money getting my chainsaw fixed than i payed for it. I have 4 forewheelers only one runs and it runs like crap (carb prob.) a perfectly good craftsman lawn tractor in barn (bad carb.) a boat sitting I am sure with clogged carbs. and multiple weedeaters either been trashed or needs to be trashed. oh and a Generator that will not start.

Seafoam is a fuel additive. You get it where you would normally find like Stabil. Its about $9/can. You use it as an additive to stabalize your fuel and maintain your fuel system. There is also a way to pump it straight into your fuel system to really clean out the carbon.

Sea Foam contains isopropyl alcohol ( http://www.fuel-testers.com/is_gas_additive_safe_with_e10_list.html ). It may work well for certain applications, by why add more alcohol to treat problems caused by alcohol?
My dad recently had the twin Yamahas on his big boat serviced and the top ends rebuilt. The mechanic recommended some stuff called Gas Shok. Here's a video on it: http://www.youtube.com/watch?v=fLz_zA0ZF4A
Dad has run about 300 gallons through each motor since using the Gas Shok. He's running about half the recommended amount of Gas Shok. He pulled his filters last weekend, and there wasn't a single drop of water in any of them. The stuff cost like $48/qt but treats over 300 gallons.
Don't know what to tell you Gary. Seafoam works. There are 1000's of folks on the forums that swear by it, me one of them. It is the only product that keeps my ATV running smoothly. If I forget to use it, I can tell the difference immediately
SInce I started using it as an additive, I have had zero issues with any small engines
Sounds like your dad is running his boat enough that he shouldn't have issues regardless
