I have the Ruger SR556 and I love it.
You need to ask him what he is gonna do with the rifle...
Is he going to hunt with it?
Is he going to take it to the range a few times a year?
Is he just going to target shoot ?
Is he going to be like Tiger Mckee and do shooting courses?
I think he needs to answer some of those questions before he goes and starts buying and building. I am sure red jacket products are top of the line, but that is a TON of money to burn. And I think they are inflated due to their tv show. I know for a fact you can buy the Saiga shotguns much cheaper than they sell them for
AR's are a dime a dozen nowadays....
if I'm getting it right red jackets ar is still gas operated but re-directs the gas somehow to make it run cleaner and more accurate/reliable.
