he is probably melting them and using them as balls, or minnie balls for a muzzle loader. no puns intended

they have a hole in the middle of them....it would make no sense to load them in a case that way.
Them happening to be "bullet" weights is just ironic though
If they have a hole in the middle , they are called bullet weights because of the shape, they are used with plastic worms called the texas rig,the line goes through the hole then the hook gets tied on. they would not be cost effective for bullets, you could use wheel weights for either bullets or sinkers
