I believe you can send payment with Paypal if you send it as a "gift" and pull the funds from a bank account or Paypal account. If you use a credit or debit card you pay the fees. Also, with the gift option there's no buyer protection.
Good to know. I know there is a fee for me when I receive money and move it to my bank account, that's why I asked for the 3%.
