Keep in mind that the permit only costs $75. But it costs $5 per application submitted to be put in the drawing for the permit.

Is this guy trying to profit or recoup his money spent?

By the way, I emailed the guy and offered him $50 for it. No dice! He did say he was going to be there, so that tells me he's probably selling it for a friend or something.

I thought they could only be sold for face value(or less)?? maybe I am wrong

I'm pretty sure you can sell them for the value of the permit. But double? :nono

if someone wants it bad enough they will buy it. I though they were non transferable?
