I have a friend who is not always dependable. I had asked him if he and his uncle wanted to hunt St. Marks NWR. If so I would apply as a group leader and if not I would apply as an individual. He told me he wanted to and he would check with his uncle.
So I have applied as a group leader. Now he is not sure he wants to hunt there and is still deciding. I am wondering what happens if I have applied as a group leader and they back out and don't apply to the group.
Do I need to do anything if they don't apply?

i dont know...if you have already applied then theres nothing you can do, you cant apply again or anything.
just be the group leader and hunt by yourself of put a guest on the quota.. simple..
How does putting a guest on a permit work?
you go to the tax collector and fill out the worksheet with your guest, its super easy
