Checking Hog Quota and Special Opp Hunts

I don't even think they need to wait for a call. If a permitted hunter doesn't show by the first weekend day of the hunt, the permit should go to the first non-permit holder in line at the check station. Now, I still think that this should be on a day by day basis, in case the hunter doesn't arrive on the first day of a hunt, but on weekdays, there is really no reason they couldn't hand out day quotas if the permit holders don't show by 7am.
