confusing regulations

OK so I have never been into fresh water fishing and have decided to dip my toes in. So I have been looking through the fresh water reg booklet and cant find any defining info as to legal take and size restrictions, only a few specific lakes or rivers are listed, can anyone help me out with understanding this.
I can see now why so many folks are doing the catch and release thing. LOL

Go to the Game Commission web site and follow the trail to fishing, there down in those pages is a section "General Statewide Bag and Length Limits" that would seem to give you some pretty straight answers.

Just an example of my confusion is lets take Lochloosa. Our central area is 14" and one over 22". Lochloosa is everything over 15"and under 25" has to be released instantly. So I can keep a bass that is 14" to maybe 14 3/4" and anything over 25" right? Then other places if I can't find the body of water in the exceptions then it's safe to go with 14" and so on. I'll get the hang of it eventually.
