Used to see guys in lay down boats off the end of the Clearwater Largo airport during the winter months after ducks as they raft up out there. Not sure of the legality but there are always a lot of ducks out there.
we used to duck hunt in a bay that was totaly legal,BUT every time out some RICHEY RICH with a house on the water would call the police or coast guard after the first shot, and we would be "checked out" and REQUESTED to cease and desist even though it was totaly legal. it got to be such a hassle often ruining our hunt and spirits for ducks that weren't that good to eat to begin with, we sought out other fresh water places with better tasting ducks. if you can find some small streams or ponds with farmland nearby where the ducks are grain fed, that would be the ticket.

I hunted ducks around here for about five years, sold all my stuff because it was a hassel. Hunted Orange lake, Kissimi chain, Emaraldo marsh, salt water from Hernando Co. to Hickory mound in taylor Co. Whithlacoochee river, you name it. Okahumka, these are a few places. You will need a mudmotor to get to most places because the ducks get back in some nasty places were the outboard and trolling motor are usesless. Trust me I owned three of them. When hunting the salt water you have to deal with winter tides and the are exstrem tides, windy cold and low water. The East coast and Stations are were the ducks are. Our west coast is not a major fly way and when you see birds today and hit it on the weekend they are gone. Hit or miss on the west coast. PM me and will be happy to tell you all I know.
