Yes, they are. Definition of "fowl" is any kind of bird. Seagulls are birds, hence they are a type of "fowl".

And if you seriously believe Greybeard thinks seagulls are considered "waterfowl", you need to lighten up and learn to recognize a joke, whether you consider it funny or not.
