Phase 2 is for people who didn't get anything in phase 1. Once Phase 3 starts anyone can apply for whatever is left over even if they pulled a permit in phase 1 or 2...

Well the only thing I got was actually an accident. I filled out mine while driving on my phone I got green swamp dog hunt. Unfortunately my pug isn't fully trained to bay any hogs yet. Maybe I'll find someone to go with or I'll try to turn it back in

I did the same thing. Except I put my uncle, brother, and myself in, and we all drew Panasoffkee last hog dog. None of us have dogs, but the way I see it is why would I go through all the trouble. I am sure there will be plenty of dogs running around, and get the hogs moving for us.
